Description

Flow chuyển trạng thái như sau
- Đang pending thì được chuyển sang tất cả trạng thái kế tiếp
- Đang ở trạng thái approved thì chuyển được sang completed|rejected
- đang ở trạng thái: rejected|completed thì không thể thực hiện thêm thao tác khác
- hành động reject bắt buộc điền field: rejected_reason
